NEW DELHI: A day after the Sharad Pawar bloc lost the NCP name and poll symbol to the group led by Maharashtra deputy CM Ajit Pawar, the Election Commission allowed the former to use the name ‘Nationalist Congress Party-Sharadchandra Pawar’ as a one-time option for the impending RS polls, reports Bharti Jain.
Sources in the poll panel said the new name – the group’s first preference, the others being Nationalist Congress Party-Sharadrao Pawar and NCP- Sharad Pawar – was okayed for the limited purpose of biennial polls to six RS seats from Maharashtra, due to be notified on Thursday.Having a party name will help the Sharad Pawar bloc to comply with Rule 39AA of Conduct of Election Rules, 1961, which allows authorised agents of parties to verify to whom an elector, who is member of a party, has cast his vote.

For registration as a political party, the Sharad Pawar group will have to follow the process and conditions laid down in Section 29A of the Representation of the People Act as well as EC guidelines in this regard. Once floated, a party must apply to EC for registration – along with documents like the party Constitution, list of office bearers, and affidavits of 100 members including officer-bearers, etc – within 30 days. Former senior adviser to EC S K Mendiratta said there is usually some back and forth exchanges between the party and EC on getting the documentation right.
After EC finds the application in order, the poll body, as per its guidelines, asks the applicant party to issue a public notice (through newspaper advertisements) and invites objections to the proposed party name over a 30-day period. However, there have been relaxations of this 30-day window, with EC having reduced it to seven days for assembly polls held during Covid pandemic.
It needs to be seen if EC will repeat such a relaxation, that too for a single party, as it may like to reserve this option for extraordinary and unprecedented situations. EC is expected to announce polls to the Lok Sabha and four state assemblies by early March.
When the party is registered, EC may allot it one of the ‘free’ symbols (other than the ‘reserved’ symbols) or any other symbol sought by the party along with its drawing, as long as it does not resemble the reserved symbol of any other party or violates EC norms on poll symbols like it not being a religious one or depicting an animal.
Grandnephew of Sharad Pawar and MLA Rohit Pawar said on Wednesday that Sharad Pawar’s name was enough for his party to get the support of voters. Taking a dig at Ajit Pawar and others leaders supporting him, Rohit said they also got elected because they were with Sharad Pawar.
